  17. <p>    Two men calmly walked into the Restaurant Basque in Madrid
  18. last week, strode toward a table of legislators slated to take
  19. seats at the parliament's opening the next morning and opened
  20. fire. One diner was killed, another badly wounded. As the gunmen
  21. left the restaurant, they told a security guard nearby that all
  22. was well, then disappeared down a dark street.

  24. <p>    Both victims, who were moderate members of the Basque
  25. separatist group Herri Batasuna, had hoped that ending their
  26. party's ten-year boycott of the parliament would spur
  27. negotiations with Madrid to redress Basque grievances. As news
  28. of the murders spread, thousands of Basques went into the
  29. streets of Bilbao, San Sebastian and other cities, smashing
  30. windows and burning buses and cars.

  32. <p>    The style of the attack, the weapons used and other details
  33. suggested that ultrarightists, perhaps with ties to the army,
  34. were involved. The far right opposes the Socialist government's
  35. attempt to improve relations with the Basques.
